Should automobile insurance be a requirement for drivers license or a vehicle licensed in NH?

Yes. Driving a vehicle in NH is not right, but a priviledge. It is not required to drive a vehicle living in New Hampshire, there are other ways to get around in NH. BUT, having a vehicle licensed to drive in New Hampshire should have required insurance.
If you have an accident while driving and have full coverage insurance, for example, you are covered for any hospital bills you incur, loss wages while off work, and some insurances even pay you loss wages while away from work; and especially either replacement of your vehicle or having your vehicle repaired into condition before the accident. Coverage includes getting hit or an accident with a person who does not have full coverage automobile insurance; having insurance protects you and your family/occupants in the car.

BTW, I DO NOT work for any insurance company, but have been involved in an accident by a person that DID NOT have any insurance at all. That was a DISASTER for the other person. The occupants were injured and did not have insurance either.

Every driver in the state who has insurance pays for those who do not. It comes under "other coverage." In my case it's $240 a year.

New Hampshire is one of two states that allows people to register their cars and drive off without showing proof of insurance. My wife got hit by an uninsured motorists just after we had paid off our car loan. Our insurance of course did not pay replacement value, so we had to take on another car loan. She was injured and lost a week of work and a year of pain, none of which was compensated by our insurance. Is this fair?

That was 36 years ago and still NH lets people who can't afford to buy insurance drive. What is the justification for this? It makes no sense.
Driving a car is a priviledge and a responsibility. Insurance coverage should be required to protect all of us - pedestrians, other motorists and property owners. A victim of an automobile accident should not have to suffer financial loss because the perpetrator of the accident was uninsured. It happens far too often.
