Why do we need to force people to do things? It is a scary thing to think that our live free or die mentality could slowly go by the wayside.
I would personally never go near a motorcycle, ATV, snowmobile etc. without a helmet, but it is not my place to tell anyone(except maybe a family member) that they are required to wear one.

I agree - my personal preference is to wear a helmet, but I would not dictate to anyone that they have to wear a helmet. I wonder what motivated this representative to propose the bill (other than every year, someone has to do it, and maybe she drew the short straw this year).
