"Although it irked some members to have to follow federal mandates, the Board of Education unanimously approved restructuring plans for three elementary schools Thursday night.

The plans are a requirement of the federal No Child Left Behind act. Schools that receive Title I federal funding and are in their fifth year of 'in need of improvement' status must develop a plan detailing how they will restructure their school. Superintendent Mark Conrad said the plans will have to be implemented next year."

Although he ended up voting for the plans, board member Jack Kelley began Thursday night’s meeting by stating his adamant objection to the federal government coming in and telling local school officials how to do their jobs.

'To tell us such and such a school is in need of improvement because we didn’t jump through the hoops on a certain test,' said Kelley, a Democratic state representative. 'I object to the federal government telling a local school district what to do.'

Conrad said that by accepting the federal Title I funding, which is targeted to schools with high numbers of low-income students, the district is required to follow through with the sanctions.

Board members have brought up the idea of ignoring the mandate at a previous meeting and administrators warned that would jeopardize the $3.5 million the district gets in Title I funding each year."
