I find tolls to be the most obtrusive, inefficient tax in the history of government.
I prefer you slap another 3 cents on the gas tax or increase my car registration by $10. Forget this idea of charging the people who most frequently use the road. Toll booths contribute to traffic. We need to keep traffic moving, not slow it down. The longer automobiles are on the road, the more CO2 is pumped into the atmosphere.
An EZ Pass + high-speed lanes in Hampton help alleviate the problems you point out tremendously, but I hear you. You might be interested in the report submitted by a legislative committee this month on how to pay for state highways. It's chock full o' interesting tidbits on how our roads are funded, where the money goes, who decides what. Basically, the tolls pay for turnpikes, while gas tax is dedicated to highways. Guess at least in NH, that's not one in the same. No easy fixes, apparently! http://www.gencourt.state.nh.us/statstudcomm/reports/1989.pdf
