I can't believe there's this much controversy over a 24 minute change. I'd like to know what sleep experts think about that. If I get 4 hours or 9 hours, 24 extra minutes doesn't make a difference.

Alex, those rankings are regarding the knowledge of drivers who took a written test, not how safe they drive. I am not sure that having a seatbelt law would make drivers in NH more knowledgable.
